UEFA and Belgian Federation rules on "home-grown players" violate EU law according to the First Advocate General of the CJEU

In case C-680/21, in which "Dupont-Hissel" represents Lior Refaelov and Royal Antwerp FC, on 9 March 2023, Mr Szpunar, the First Advocate General of the CJEU, delivered his conclusions, from which it follows that the UEFA rules and those of the Belgian Federation violate Article 45 TFEU, which guarantees the free movement of workers. Furthermore, the First Advocate General strongly recalls that UEFA is an undertaking pursuing commercial objectives and that there is no justification for it to receive preferential treatment with regard to compliance with EU law.
